I’m Elena Fowlkes — a lawyer, public-sector strategist, educator, and consultant with a career spent at the intersection of tax policy, government operations, leadership, and public service.

This site is a place to share ideas about how government works — and how it can work better. I write about the issues I find most interesting: tax administration and policy, organizational effectiveness, leadership, modernization, taxpayer experience, and the changing expectations placed on public institutions and the people who lead them.

Much of my consulting work today happens through PDS Group LLC, where we help public-sector and mission-driven organizations solve complex problems, modernize operations, strengthen teams, and turn good ideas into practical implementation.
